Northern Specialist Locum Programs

The Northern Specialist Locum Programs (NSLP) provides replacement and vacancy specialist locum coverage to designated Northern Ontario communities. The NSLP consists of two programs:
The key factor differentiating between the two programs is community eligibility based on the specialist complement, vacancies and active recruitment.
Since October 2008, the NSLP has been administered by the Ontario Physician Locum Programs (OPLP) through HealthForceOntario Marketing and Recruitment Agency (HFO MRA). The NSLP had previously been administered by the Underserviced Area Program (UAP) of the Ministry of Health and Long-Term Care
Community Eligibility
Community eligibility is based on:
For the Urgent Locum Tenens Program for Specialists:
- The specialist complement must be two or fewer; or, the community has specialist vacancies and is actively recruiting for full-time staff.
For the Respite Locum Tenens Program for Specialists:
- The specialist complement is three or more; and, there is full complement for that specialty.
Physician Eligibility (Urgent and Respite)
Locum physicians may choose to apply to participate in one of or both the Respite Locum Tenens Program and Urgent Locum Tenens Program.
Physician eligibility to provide locum services through the NSLP includes:
Geographic Location:
- Base practice must be at least 40 kilometres away from the locum site; and
- Permanent residence must be at least 40 kilometres away from the locum site.
Licensing Requirements:
- A valid Certificate of Registration from The College of Physicians and Surgeons of Ontario (CPSO).
- A current Certificate of Professional Conduct from The College of Physicians and Surgeons of Ontario (CPSO).
- A valid certificate from The Royal College of Physicians and Surgeons of Canada.
- Evidence of medical practice protection coverage (CMPA Membership Update) or equivalent.
- An active Ontario Health Insurance Plan (OHIP) billing number and billing privileges.
Approval Process and Submission of Forms
To provide locum services in an eligible community, the locum physician should:
- Review the List of Areas Designated as Underserviced (LADAU) for Specialists to identify existing locum specialist vacancies.
- Contact the person (i.e., Chief, CEO, etc.) identified on the current LADAU list. This person will request HFO MRA for locum support and will provide HFO MRA with the name of the physician, the specialty and locum dates.
- HFO MRA forwards an approval letter to the community locum contact, who in turn notifies the locum physician.
- First time locum physicians will also submit an Application for Northern Specialist Locum Programs form with all the required documents listed and a copy of a blank voided cheque for direct deposit payment.
- At completion of locum assignment, the physician sends a Specialist Locum Physician Expense Form (see below) with all original receipts attached to HFO MRA.
